I think most places only teach from around 4 years, but there must be... measure their heads and have a look online.

They must exist we had pony rides at my nursery fete and 2 and up children were riding and we had hats that fit them.

When DD started at about 18 months she wore her cycle helmet as it was just as high a standard as crash hat (and we could fully adjust it and pad it).

She only moved onto her crash hat when she was about 2 1/2 and we bought her a Champion Kids one.

there is a hat by polly products which is a lightweight one which is adjustable over a few sizes which might suit your child as young neck muscles may find a normal hat quite heavy, although at the RDA I work at we use normal jockey skull caps and they go down to a 0000 size i think which is very tiny, only one maker makes them that small i think. my ds who is 2 is not in the smallest size.
