I have a homebred mare that doesn't have a passport. If I apply for one now will I get a fine?

I doubt it because the company you would apply to is not responsible for enforcing the law. Did the previous owner not pass it on to you? Another issue is whether the horse is microchipped and who is registered owner on there?

How old is the mare? As above though neither your vet or passport issuer are responsible for enforcing laws so they will just do it when requested. I've still not changed keeper on my pony's and the name on it isn't the person I bought him off which isn't unusual vet has reminded me once but I doubt in reality anyone gets in trouble unless they are reported for other issues on top.
