Horses without water

I've just reported this to the RSPCA - they've had no water all day as far as I can see. This is not the first time I've been concerned about these animals. So why do I feel guilty for calling and reporting?

You shouldn't feel guilty you did he right thing. If the RSPCA never turn up try WHW, they are much better. In the meanwhile don't give the horses water yourself as then there won't be proof that they are being neglected.

Just come back from walking the dog, and their water is full - so looks like RSPCA did go out last night!

More likely the owners?
