Are second hand ones safe? Can I hand on dd's outgrown ones?

We have second hand ones,but only from people we know.

I had a second hand one which I passed on, what would lessen their effectiveness - is it like hats do you think? The used tack bit at the vets does a good trade in well worn body protectors
