Riding for 4 yr olds Dorset/west Hampshire

am trying to find some way of my 4 year old starting riding. No riding schools will take him as he is too young. Any ideas of places I can take him riding. Or does anyone have a small pony we could part loan/pay to ride. I am an experience rider but struggling to find options for young children in the area. Any help much appreciated.

I believe the Silver Horseshoe (Hale, near Fordingbridge) only teach children, not sure from what age though.
