Being made to swap ppa for hospital appointments

I'm 15 weeks pregnant and it's a medium risk pregnancy. Next week I have a midwife app which will mean leaving 30 mins early and 2 days later I have a consultant appointment which will mean me being about an hour and a half late.
My HT has said I will have to swap my ppa to be during my consultant appointment.
Can he do this? We are allowed our ppa at home so it's not expected that you're in during that time.

No, in fact this is maternity discrimination and I'd be asking for it in writing

No. PPA is a timetabled entitlement AND maternity appointments are protected entitlement too.
