National % on SEN register in primary school

Does anyone know where to find an official figure on the national percentage of children in the SEN register in mainstream primary schools?
I need it for an essay in my SENCo course! I've always worked with a figure of about 4% but I need to reference it for the essay!

if your school only has around 4% SEN, something is going on! The national average is around 14%. We have 16.8% including 2.7% with an EHCP
