Who to use as referee?

Applying for a job, need two referees.

One will be the head.

But the other
a) former Head of Dept who left last Christmas and is a specialist in my subject

Or

b) current Head of Faculty, who teaches a different subject but who can make statements about my current work

The one who will do a better job!
