Is P@@@ B@@@@, a cross dresser who wears his fetish wear to work, which sexually harasses his colleagues, a man?

I'm pretty sure naming an individual and saying they sexually harass people is libellous.

It says which not who.

Reading it I read it that the OP feels that the cross dressing is a form of sexual harassment in itself. Because it’s a fetish.

Personally I wouldn’t go as far as saying it’s sexual harassment but I don’t feel it’s libellous for some people to have that viewpoint.
