Litter for cats/kittens that eat it?

My 6 month old cat eats litter. He will sit at one of the trays and tuck in, even after being fed. Today he was eating soiled litter (with urine). He also chews cardboard and plastic whenever he can get his paws on it.

I've not had this before but read it's fairly common. But of course I worry. He did it with paper litter and now with corn clumping litter. Does anyone else have this and what have you found that helps?
Also is there a litter that works well and is maybe unpalatable to cats?

Don’t buy clumping litter with a cat that eats litter, it will form a hard mass and can’t be very very dangerous, you need a very fine non clumping litter such as Sani Cat 7 day freshness, that way if he eats it, it will pass through him! Please throw out the clumping litter ASAP

The litter you suggest - is that a silica one? From what I've read thats also really dangerous to ingest even if it doesn't clump. I can't seem to find the answer. Does anyone know if paper litter is safer if eaten? I do think they ate less of it as well, didn't work quite as well but the corn seems to be a bit of a treat :(
