How do you know it's not going to work?

We have a new kitten, it's been about 3 weeks of scent swapping and slow introductions to our adult cat and all the kitten wants to do is run after the older cat and try to play. Older cat gets really cross, hisses and yowls and the kitten carries on following him around and kitten has to go back to bedroom. We seemed to be making progress with feeding them near each other but I don't see how we can get any further towards them tolerating each other when the kitten jumps out in front of older cat whenever they're in a room together. At what point do you know it isn't going to work? Is the kitten ever going to get the message and realise that hissing and yowling means get out of my face?
