Please help me help this cat

I live on a 9th floor, from my balcony, a couple of weeks ago, I noticed this poor little cat that is there pretty much 24/7.

Right now is 06:55 am and he there sleeping on a pile of things that I don't even know what it is, the balcony is full of stuff. I'm not sure if there is somewhere cozy for him to sleep on the floor but where he is it gets wet from the rain sometimes and it seems a bit wet right now.

There is a filthy litter tray on the floor.
The door is always closed too.

Only once I've saw the door open and he was probably inside so I wasn't too worried but right now it seems to early for him to be there, and I'm wondering if he spent the night.

Unfortunately I can't ask the neighbour to adopt him as I already have two and can't afford a third one + wouldn't know if they all would get along.

What can I do? I'm thinking maybe keeping observing and making notes but is there a way to report the neighbour somewhere and have the cat rescued if turns out he is been dumped in that balcony most of the time?

Call the RSPCA, if you're in the UK. If not, call the equivalent. If I ever have concerns re animal welfare, that's what I do.

It sounds like the poor thing has a dreadful existence.
