The vet thinks my cat has a neurological problem. Twitching etc. he is nearly 14. So we are just watching symptoms etc.

He is not making all his jumps. But mostly he is becoming very sensitive to noise.

When ur cat was loosing their hearing. Did they become sensitive to sound? He jumps when something loud happens. Especially on the tv so have been keeping it down.

Basically. Is him loosing his sight meaning his hearing is taking over???

He's probably a bit scared and thus jumpier because he can't use sight to investigate whether the noise is a danger or not.
