Itching, scratching

Zara has never had great skin, but since she got a GPS collar and has been out more she's been itching, scratching and nibbling her fur an awful lot. She kept me up last night. She got some scabs from a rose bush (I think) which don't look infected, and she lets me clean them, but I'd expect them to be off by now and they're not. She's already on a grain-free diet and she does not have fleas (recently treated, and I checked around her neck for flea dirt - nothing). Sometimes she goes in the bathtub, as though to cool off.
In herself, she's perfectly well, eating, active, happy. But her skin is clearly bothering her. Any suggestions for what I can do? I'm inclined to think its an allergen that she comes into contact with outside (she has a short, slick coat) but not too sure what I can do about that.
Cat tax attached. Apart from the skin issue, she is a robustly healthy spayed 12 year old.
