Cat stressed by neighbourhood bully

Neighbourhood bully cat has taken to hanging around right outside our cat flap. It's a chip one so it can't get in. Our smaller cat is all out of sorts and I'm sure this is the reason. Other cat not quite so bothered.
We have lots of cats around but only this one seems threatening. The rest of them all seem to rub along fine. Honestly I'm a bit scared of it too, when I go out to chase it off it hisses at me and refuses to move.

How can we scare it off? Is a water pistol allowed? I'm guessing a hose is not, although I'm tempted. Or do we just have to leave them to work it out for themselves,?

And how do I make my cat feel better?

Ours are neutered girls and this one has a boys name so assuming it's a boy, if that makes a difference

It just sits there hissing back at me! And it's teeth look a whole lot sharper than mine.

I need improve my fierce hissing skills

Throw some cold water over the bully cat . It won't hurt it but will deter it .

Try waving your arms wildly and opt for the element of surprise.
