Why is this called Litter Tray and not e.g. Scratching Post?

Just that really.
Why is this board called The Litter Tray? The Doghouse isn't called The Poo Bag, and the Tack Room isn't The Manure Pile.
So why are cats discussed in The Litter Tray not The Scratching Post or similar?

ps Do you think our cat will enjoy our new Fish tank?
