Cat calling outside

A new cat has appeared in our neighbourhood. He is clearly an intact male and has been scenting all the flats and communal areas. He has taken to wailing outside our flat all evening. We have a cat so this could be why he's keener on our place. I'm worried people think it's our cat. Our cat isn't too happy but tends to get quite obsessed with other cats rather than scared.

He goes on so much it starts to sound really distressed and it's upsetting. He's also quite thin, in a Tom cat big head slim body kind of way. We can't work out of he's a stray or just has a rubbish owner? It doesn't seem normal. He runs off if we try to approach, also hard to find in the dark so we hear him more than we see him.

What is he trying to achieve? Does he need help? Should we try to do anything?

He needs neutering those big cheeks are developed by not having his balls off at a young age

I'd inform cats protection and see if they can send someone out to check him over.

Or take him to a vets yourself for a check up and see if he has owners (sounds unlikely).

I’d feed him, I wouldn’t see a stray starve in front of me.

Choose something cereal free like butchers choice, if he hasn’t been taken to get snipped he hasn’t been taken at all so don’t worry about allergies. He must be freezing with no body fat in this weather.

I left some food outside last night but he didn't eat it which was weird. He's out there now calling, just not sure what he wants. Maybe it is literally a female cat? It's like a baby or a young child. On and on.

My cat is male and long neutered.
