Do anyone else's cats actually do what they are told? ,

Cheddar will usually come in when called. Magic will go and find cheddar if I ask her too. I have always had doubts if they are actually real cats though!

Mine comes in at night when I do a whistle type noise (I can't actually whistle hence a weird noise)

Yes, mine are generally fairly obedient, actually.

They all respond to their names.
They understand "no" and "stop". I swear girlcat also understands "Don't you even dare!"
They will all sit (when bribed with food).
They know "up" "down" and "off".

I suspect it helps that we have a dog. When he was a puppy I'd train him and girlcat at the same time Puppy would have his treats, girlcat had dreamies!
