Cat being taken by neighbour

I'm guessing there is nothing I can do but wanted to check. One of my young cats is being let into my neighbour's house (not next door). We have asked them to not let him in and to not feed him but they are doing both and obviously he is happy to have double the homes and food. This morning he came in without his collar and this evening came in and somebody has put it back on again.

Is there anything we can do to stop it as they are deliberately ignoring our requests.

He is an outdoor cat so I don't want to keep him in with a litter tray and deny him the pleasure of exploration!

Threre's not a lot you can do to stop these cat thieves. My little daughter went round in floods of tears and begged our neighbour to leave our cat alone. Made no difference at all. They're despicable.
