Next door's kittens query

I know I'm being nosy and should butt out but neighbours have a young cat, less than a year old who has recently had a litter of 5 kittens. Neighbours refused to spay the cat because they wanted kittens. Anyway, DH has just come in with the DDs and they've been playing with the kittens in our garden. The kittens are 5 weeks old.

We adopted our cats when they were 7 months old and both had been fixed so I have no experience with tiny kittens. They shouldn't be allowed out to roam by themselves at that age, should they?

Definitely not! They should have had both vaccinations and ideally neutered before going outside and accompanied at first.

My kitten was 9 months old before I let her out (yes I maybe a little protective).
