Going outside

Hi hope you can help. We have a new cat we've adopted, coming up to 4 weeks.
We had a little walk round the garden on Sat. All fine. Had an amble but quite keen to go back in.

But yesterday, in typical cat fashion, he decided when we came home again at 23.00 this was a great time to venture out the front. Cue half hour of looking creepy following a cat.

He's gone out today, had about 1/2 hour outside, and encouraged back in. Went out again a bit later with my partner watching.

Now he's currently meowing at the door wanting go out...

We don't yet have a cat flap.

My question is how much timed outside time / supervised time out do they need before you trust they know where they live and will come back when they want to?

I don't want to just shut the door and wait for him to return but likewise I'm cold, standing on my door step, watching a cat who seems interested in hiding completely behind all the neighbour's cars and gates.

I think you have to get a cat flap and spend some time teaching him to use it. If he hasn't been done he'll want to go out. Is he microchipped and wearing a collar with contact details?
