Advice re roaming cat

So I have a new cat an ex feral. I've had ferals before and am an experienced cat "owner" but this one is a problem.
He's been feral all his life, was unapproachable in the shelter but as soon as I got him home he started being subserviant to me, rolling over and showing me his belly, letting me cuddle him, got on really well with my other cat.
I thought all was well as its a lovely quiet house in the country with no stressors for him. No children just my other cat.
The weeks passed and I thought it was safe to let him out.
He was ok at first always came home but is now coming home less and less and totally freaks out if I try to keep him in.
Now I only see him once a day to feed him, then he's off. I don't know if he's living with someone else because it's cold here now, or if he's just gone feral again. he's been neutered for at least 6 months.
I'm afraid that soon he will never come home and that I'm losing him.
Does anyone have any good ideas for making home more inviting for him?

Does he have a collar? Get him a tag that says please do not feed get several so you can replace them when he gets them off! very difficult because he is an outdoor cat and therefore happier outside. Maybe as the colder days come he'll condescend to come home more.
