Difficult cats

I adopt difficult cats because I live on my own and nervous cats get the peace and quiet they need.
My current cats are quite a handful, the fluffy one is nervous and he gets hysterical if he has to go to the vets or out anywhere so has to have all his treatment at home or he faints.
The other one bites extremely hard if anyone pets her except me and even I have to be careful.
So why is it that every single person who comes to my house after being told categorically NOT to pet the black cat then spends the entire evening trying to befriend said cat and gets bitten - then complains about it :-/
Poor cat now has to be locked in my room whenever anybody comes over.
I told my neighbour no less than 10 times not to even attempt to pet the cat as she bites and what happened - she petted the cat and had to go to A&E with a bite to the bone and have IV antibiotics. This happened in my house, I dare not let her out as she might bite the kids.
Neighbour is now threatening to report me for having a dangerous animal. Poor kitty was abused in her previous home and will ONLY bite if someone she doesn't know fondles her.
Surely if I have warned the neighbour so many times and she gets bitten she has no grounds for reporting my cat? I am so angry with this woman,

The police won’t be interested in your cat. She’s probably embarrassed she didn’t do as advised and as she obviously isn’t the cat whisperer she thought she was.

It’s really not your fault.

God neighbour sounds mad Confused

I shouldn't worry about her, she didn't heed your advice. It's really easily explainable. They're self contained cats anyway, aren't they? So she invaded their home territory and didn't listen to advice.

Hope she heals soon though.
