It looks like a tick. Like the PP said, can you see any little wiggly legs if you move it to one side?

Doesn't look like one to me. It would have legs and they are usually a regular shape.
That looks like a mole, although don't know if animals get them

Can you move it up and down with one side attached (where it's bitten your cat/dog)? If not it's a mole.

I don't think so. They are normally greyish / beige and more raised up than that.
Don't know what it is though - blood blister?
