Integrating cats and dogs

Does anybody have any wisdom about integrating cats and dogs? We inherited my MIL's border terrier and she is desperate to get at my two kittens. Currently, the kittens are upstairs, the dog is downstairs and there are stairgates top and bottom. Dogs, in fact, as we also have a big dog, but he grew up with cats and is fine).

The trouble is that the kittens are beginning to venture downstairs and can jump the stairgates. The terrier got hold of one of them last week and it wouldn't have ended well if there hadn't been someone close by to separate them.

When we're out, we close the dogs in a room where they can't get to the cats. Can anyone suggest a longer term solution? I can't imagine living without cats and really don't want to rehome my beautiful kittens, but the terrier is OH's last link with his mother and we promised her we'd take her in....
