A change.org petition with a view to make it a legal requirement to report it when you hit a cat with your car.
I do believe that's a good thing. I have hit a cat before and, as awful as it was, I could not bring myself to leave it to die. I stopped and took it to a vet. Never mind it was raining and dark and Sunday evening. It was someone's pet, and as much as it's a risk of letting a cat roam outdoors, I think owners have a right to know. Friends have had the opposite when their cats were left for dead at the road side

This law already applies to dogs.
