How to stop cat peeing

On a neighbours door? They have complained and said that it's making their home smell.
I've offered to clean it but they said they already have. I will probably do it again as they probably used bleach.
They said they tried stuff to repel cats with no luck.

Is there anything out there that works?

You can't.

There's quite likely to be another cat also weeing there to mark territory & it's a turf war.

Our ndn has a black cut out of a cat to stop our cat and his nemesis pooing in his border. They both poo right by the faux cat.

I honestly don't know how they expect you to control a cat once it's left the house.
