Kittens in market

Saw two very tiny kittens in a cage in a market pet shop. They were asleep and huddled together but trembling. Is this allowed, as was thinking of reporting it, but may be it's legal. Does anyone know?

Would be worth mentioning to RSPCA as they can monitor, if kittens under 8 weeks would be a welfare issue I would think.

Worth telling your local cat rescue or protection - they might go and get them
