Places to live for off road running/biking

Can anyone recommend somewhere for me to live with great trail running with my dogs and off
road biking from (very near) my (imaginary at the moment) house in a friendly town somewhere?

Low crime rate, beautiful accessible landscape and good community. But not constantly raining!!

But also within 30 or so mins of a decent size city for arts/independent film/fun things to see and do/work for me/my teenagers?

It is. The moor for running, plenty of off road biking. The river for a flatter run or even to swim in! Plenty going on in town, good schools and 25 mins on the train to Leeds. House prices to match though! It does rain (it is Yorkshire after all!) but not as much as further west and seems to be relatively protected from the really cold/snowy weather.

Penarth - friendly town, easily in budget, 30 mins to Cardiff and a bit longer to Swansea and Bristol. South Wales Coast path is glorious and you can also head into the Valleys for all the hills you could ever imagine. Not as rainy as west Wales
