Neighbours keep leaving dog outside in the rain

Trigger warning...animal neglect

I have neighbours opposite me that keep putting their dog out in the garden when it's raining and they leave it there for hours. The poor dog has no shelter and is clearly in distress, whimpering and jumping at the door to get in. I have called the RSPCA, twice over the last year. Apparently what I have described doesn't "meet their threshold" for sending an officer over. But it's so distressing seeing an animal in distress like that and knowing there is nothing I can do. I just wondered if anyone has any suggestions? Anything else I can try?

Have you tried going to speak with them and telling them the animal is in distress?

Local dog warden? Local dog charity - either might be willing to have a chat with the owners and it might be enough for them to either stop or give the dog some shelter etc?
