Dog left in garden and barking

Hi, I've recently moved into a new home 7 weeks ago. From Tuesday there's been a dog two doors down being left in the garden all day and into the evening. It's barking (intermittent) is getting on my nerves, especially as I know who lives there is there and not at work. I don't know why all of a sudden she's leaving it outside, it might not even be hers and looking after it while someone's on holiday. Sick of her 5 cats crap all over the garden as well. Should I leave it a bit longer to report it in case it is a case of not being hers?

We spoke to our old neighbour about her dog, mentioned the early morning barking. She apologised. Great we thought, they are aware & will now avoid leaving the dog out to bark and hopefully train the dog.
However what we actually got was a dog that still barked but with the added 'bonus' of the owner yelling at the dog to be quiet.
The neighbour no longer lives there. She was lovely (as was the dog) but that bloody barking drove me mad (and I have dogs so no issues with dogs playing and barking, just not constantly)

I would talk to her before you report it. She may not even realise it's an issue. Some people just aren't bothered by noise. Although why anyone would leave a dog outside all day that clearly isn't happy astounds me

What would you be reporting?

Nobody is going to be interested in intermittent barking from a dog whose owners are home while it potters around the garden.

How intermittent is intermittent? Once every 5 minutes or once an hour?

Same with my neighbours. They go mad shouting as well as the dog barking so in the dogs mind theyre joining in!
Plus they then shout biscuit when shouting doesnt work so to the dog it equals we all shout together then i get a reward. Barmy.
