Is there such a thing as an indoor dog park near London for these hot days ??

I doubt it. If it's too hot to walk your dog outside, then surely it's too hot to take it to an indoor facility? I can't imagine the economics would stack up as a business to make it viable either

It wouldn't be safe unless you booked in slots (like dog fields). Dozens of dogs crammed into one 'room' with no feasible way of escape if something goes wrong? Even one that was 3-4 acres would be a bad idea.

There's a reason why 'dog parks' in America are universally avoided - because they are a breeding ground for dangerous attacks, poor behaviour and traumatising dogs.

I was thinking more along the lines of private hire like you can hire dog fields privately by the half hour.
