Would you use a dog sitter who isn't registered/insured

Hello, I work from 6am and I can't find any proper service/company, etc. that have dog sitting/daycare from such an early hour I need. My dog will be left 3 days a week (where I'm only gone 2 hours) but 2 of the days I work 8 hours and don't want him left alone for around 9.5 hours (with commute) and want more than just someone popping in to let him out or go for a walk, as he is relatively young.

A lady on Rover is happy to do care from 5:30 and she is dog first aid trained/CPR and has an animal care qualification and volunteers at a shelter. She also has good reviews and I met her today. She has a lovely dog and mine got on well with both her and her dog! I was feeling really positive until I have read some things about definitely not allowing anyone who isn't registered with the council, etc. to have their dog. So is this a terrible idea?
