adolescent dog becoming reactive on lead

Previously a bit of a scaredy cat over the last month my 10 month old lurcher pup has started pulling and barking when we pass other dogs on the lead. He's fine off lead although we are also experiencing recall regression so both off lead and on lead is a bit stressful at the minute.

On lead I distract him with a treat as soon as he clocks another dog. If the dog is the other side of the road I can do a reasonable job of distracting him with treats as we pass although if it's a much bigger dog or that dog barks then he goes mad too. We've been to a behaviour workshop with a local well respected trainer so have some ideas to work on. Just looking to see if others have managed to overcome this? We live in an area well populated with dogs so usually see at least a dozen every walk!

My dog (a friendly boy) is sometimes aggressive towards certain dogs when on the lead and other dogs on their lead aggressive towards him, but when we meet the same dogs off the lead they just ignore each other. I think they feel vulnerable when on the lead and by barking and growling they are just telling the other dog to keep their distance.
