I have a puppy and I LOVE him but he is cheeky. where do I start training him?
main issues - not coming back when out.
nipping at faces (in s playful way but worried he will hurt kids)

he is a 20 week old jack russel

Look for approved puppy classes in your area - Could do kennel club good citizens Bronze, Silver and Gold for example

Have you tried associating coming up to you with something highly rewarding? Tug toy/ very tasty treat that are only ever given for recall

You need to be very firm about the nipping - 'No' and physically remove him from near the person being nipped, consistently. Don't treat it as play - a nip on the face could be serious. There's plenty of acceptable ways to play - so, after stopping a nip, you might want to do something that's fun but safe - throw his ball or whatever else he's into.

Do take him to puppy classes - your vet will probably be able to recommend someone.

Have a look at clicker training - very handy.

Can also recommend this book - have read it in preparation for getting a dog and it seems to cover most of what you'd need.
