Dog has greasy matted fur on head

Our poodle-cocker cross has had this greasy fur on his head since Friday evening. We assumed that the children had put something on his head (cream?) but they both promise that they haven't.

He seems to be rubbing on his head to try and clean it off. We have checked his ears for discharge, but there isn't anything obvious. Do you think that he needs to go to the vet or just have a bath? We are on holiday, so will need to take him to a different vets.

He doesn't seem unwell but is bothered by his head.

It could be wet excema. We once had a dog with a greasy patch on his head and I assumed he had stuck his head somewhere horrid.

Turned out to be wet eczema and needed vet treatment.

I clearly didn't check his ears very well, because vet said ear infection. Glad to get to bottom of it.
