Reassurance needed re: dog locked in car.

Parked my car to go shopping today and noticed the car parked next to me had a dog inside.
Didn't think much of it until I returned 45min later and the car was still there with dog inside.
I got into my car and it was pretty warm, car thermometer read 17degC.
I noticed the car with the dog had the windows down about 4 inches either side, but there was no breeze (rolled my windows down to check) and the car was in direct sunlight.
So I rang the SSPCA who said they would come out to check. The man on the phone asked if the dog was distressed or panting (it wasn't) which has made me wonder if I over reacted?
Would you have reported this too?

Just to add that 17 degrees was the temperature outside the car, not inside.

Nope you have not over reacted at all, the car will have been much much warmer inside!! its better to be safe than sorry!! hopefully they will have got there sharpish and educated the owner!

I would have done the same. In hot weather it can be MUCH warmer inside the car than outside and having the windows down doesn't make much difference.

If the dog was distressed or panting then I'd have broken in to get it out.
