Max scammed Phil.
He took Peggys insurance premium, but didn't actually buy her any insurance. So she was uninsured (Archie recently started, but stopped fire at the Vic).

And Phil has found out that Max hired someone to pretend to be a 'loss adjuster' (who basically reported that the start of the fire looked dodgy, so they wouldn't be paying out). Phil followed up with the 'loss adjuster' and found out he wasn't actually a loss adjuster.
