Did anyone see this? I found it so upsetting... What a hopeless situation. Obviously this system is in desperate need of reform but how can that even start during a time of conflict? The images of the way these disabled children (and adults) are being treated and housed are similar to those which were considered horrific in Romania in the 90s!
