No subtitles on Netflix documentaries

I’ve chosen two different documentaries to watch on Netflix so far - Modern Slavery and Living Without Water.

Both have an English narrator, but the people featured all speak in their own language.
There’s no translation from the narrator and no subtitles. The people are giving long explanations/talking about their experiences with no way for the viewer to understand them, given it’s an English documentary.

Am I missing something?
Is there a setting I should amend to be able to understand these documentaries?

Or is it just lazy film making? Surely not?

I've watched a few series lately with the same problem. It's annoying. And if you turn on the general subtitles, then you have them on even for the English speaking segments, which is doubly annoying!

I noticed this with a documentary i watched recently (can't remember which one). Was really annoying as it became difficult to follow the story.
