Help me remember what this series was called

I cannot remember this series so need the power of mumsnet. I think it was a one off mini series. Maybe bbc or something, in the late 90s most likely. There was a boy and a girl. The boy was called Bertie.
It was set some time in the early 20th century - I think possibly 40s to 60s?

They were children together, maybe orphans. Certainly deprived. It was about their childhood and growing up. They got together when they hit puberty but then the girl was trying to get a job and better herself and the boy was getting involved in some sort of political group and then violence and rioting.

Does anyone remember this?

Hi, Was it 'The Leaving of Liverpool?'

I think it was the Leaving of Liverpool. Boy was definitely Bert, there were two orphan children and it depicted the child migration scheme endorsed by the government.
