I think they split the pre-qualified songs across the two semis and you only get to vote in the one your country's song is played in. I might be wrong though.

Half of the countries get to vote for the first semi and the other half for the second one. Our 'non-vote' semi always seems to be the one that Ireland are in - I don't know if that's deliberate or not?!
