They just get enough food for 9 meals but they share it out across all 10 of them.

I think it works like if (for example) they were having sausages for dinner they would get 9 sausages to share between 10 people

It's 9 portions worth, they don't choose one person to go hungry. He's not the first person to get separate meals, there have been vegetarians/vegans in there who have received separate meals before.
