The Shadow Line, also by Hugo Blick, is excellent.

My immediate thought was Black Earth Rising and having googled it it is also by Hugo Blick. It is set in present day based on characters still living with the aftermath of the genocide in Rwanda.

A few years old now but Borgen has a similar vibe.

The Promise, directed by Peter Kosminsky.
