He is getting the painting for his brother from the man who funds the politician in Vegas, so perhaps the art dealer initially set up the deal, and she knows both peter and the painter

The politicians brother was humping the art dealer. Then the brother met the guy doing all the painting when he is high and realised that the one they need to complete the picture of what they need to do to save the cheerleader is missing, and the art dealer has it. He's trying to find it, but the politician doesn't want the brother getting it so he's bought it off the art dealer....
