The Roasting of Justin Bieber. Is it meant to be funny?

I just don't get this roasting show. Is there a reason why we don't have a British version? It's outrageous I don't know whether to laugh or cry or feel sorry for little Justin.

That is American humor. It's actually very funny, if you understand it. Joan Rivers was good at roasting people and there is no offence meant. (The recipient asks to be roasted).
