Urban Dictionary provides the best explanation of what a linger is:

Music slang. Origin obscure, but has been in use since the 1970's

A person who blags their way into parties, or back stage at music events just to get free food and drinks, and to bore their friends stupid with stories of 'how they met David Coverdale,' or 'hung out with members of Led Zeppelin.
"I went back stage at the recent Deep Purple gig, but didn't meet the band cos there was 200 other liggers in the way"

Once was a music term, now applies to any famous-person-hanger-on.

Chuck A ligger:

An individual who attends parties, openings, social gatherings and events with the sole intention of obtaining free food and drink - an arch blagger. Popularised by the NME in the early nineties and possibly with it's entomological roots in the fishing term for "baited line".

I follow Dean Piper on twitter (celeb reporter) - he said last week on his twitter Kavana's true colours were yet to show. Something like that anyway.

I always thought it referred to people who hung around musicians Patsy Kensit was one in her time. We use it up north quite a lot!

Thats how the word started out Each, but reality tv and a boom in Wags/low rent 'celebs' has given PR folk a reason to expand its meaning.

Not really sure it is used in this sense outside of the industry, but every PR person I've ever worked with has used ligger in a derogatory way to mean someone who is hanging around, useless and aspiring to be famous for the sake of being.

First time I heard the expression "ligger" was to describe former contestants on BB1 funnily enough.
