They discussed her adopting Simon, but I don't think it happened.

Presumably this is one for the courts. She has no formal role or PR, but had been his stepmother; and as he's 10, his views would be listened to: "I've lost one mum, I don't want to lose another".

Peter is totally wrong in trying to cut her completely of his life; and worse (in soap terms) it's out of character, given his earlier more sympathetic care of the boy.
