Does anyone remember this 90s cartoon?

I'm fairly sure it was on in either the late 80s or early 90s. There was an old tall lady (very skinny) and a short fat woman as her sidekick. I remember there being a large ship mored off the coast of a desert island, and the island was populated with oompa lumpa type folk.
Anyone remember it, and if so what it was called?
