DS (14, nearly 15) and girlfriend - setting boundaries without pushing him away

DS has had a girlfriend for the past month. His first ‘proper’ one. He’s 15 in just a couple of weeks and she is a year younger. The relationship came out of nowhere seems very intense. They don’t go to the same school but met at their shared organised hobby which is two evenings a week. They’ve also seen each other at weekends and during half term. After school they seem to be on the phone/video chat almost constantly, and it got beyond 10pm several nights so we’ve had to introduce a phone curfew of 9pm on a weekday and 10pm at the weekends, when phonecalls have to be ended and phones off. He has broken this curfew a couple of times already, it’s been 10:10 and I’ve had to remind him and he’s like “yeah yeah just saying goodnight” and it’ll end up being 10:30. I am in bed myself at 10pm for work the next day and his calls were keeping me awake! I have now said if he breaks the curfew anymore that I will be removing his phone from him at the designated time and will have it passed back to him in the mornings, but that I didn’t want to go down this route as I wanted to trust him. I fear if I do this it’ll push him away from me and he will shut down completely towards me. I’m concerned he isn’t designating proper time and attention to his homework because everything revolves around his gf and when she is free to chat.
I’m at my wits end and just wanted some advice or insight from other parents who may have dealt with this.

Yes have same here but dd1 is 16 so I allow her self regulate but tell her if she can't get up for school, I will take phone but as she loves school it has never been a problem.
